Starting late last year our registrar will send back adult applications that don’t have a “wet ink” signature on them.

Adult applications have four approval signature lines:
1. Applicant on the Adult Application
2. COR or IH
3. Committee Chair
4. Applicant on “Disclosure Statement”

There are possibilities for electronic signature approval these days and with the advent of the scanner and fax machine we can continently and almost immediately take care of a missing signature.

Come on guys. When is someone in the ivory tower going to wake up and realize councils are drowning in pending applications missing “disclosure statements” and the Friends of Scouting $ being wasted chasing down “wet ink” signatures.

We have received numerous inquiries about the BSA policy on accepting faxes, emails and other electronic methods of obtaining signatures on registration forms. Councils should make every effort to comply with standard membership policies. This includes obtaining documents with original signatures. However, if reasonable attempts to obtain an original signature are not successful, the BSA will accept signatures on BSA applications via electronic methods (faxes, e-mails, or scanned e-mail attachments). This practice should be the exception—not the rule.

If your council is not reasonably able to obtain a signature on a BSA or Exploring application or a charter, your staff may:
1. Electronically scan or fax the form with the missing signature to the person who needs to sign it.
2. This person may sign where needed and return it to your office electronically or by fax.
3. In addition, e-mails from the appropriate person will be accepted in lieu of a signature, as long as a copy of the e-mail is attached to the BSA form and kept in the appropriate unit file. These attached documents will follow the same retention policy as applications (current year plus the past two years).
4. In those rare situations (e.g., camp, remote locations, or institutional programs) where it is absolutely not possible or practical to receive a parental signature—upon approval by the unit leader—an e-mail, scan, or fax from the parent authorizing their child to be registered with the BSA is acceptable. A copy of the e-mail, scan, or fax should be attached to the application.
5. A phone call authorization should only be accepted as an absolute last resort, and should include a note indicating the date of the call and the names of both parties to the call. It must also be signed by the council representative who made or received the call and their supervisor.

Additionally, there is a team at the national office studying the feasibility of online registrations. We think there is a way to allow online registrations and not shortcut the parent/youth meeting the leaders & the unit granting approval before the application can be accepted in ScoutNet. Assuming a positive outcome of the study, roll out of this functionality will be for the fall of 2010.

Why does someone make the decision to make the membership year longer that it really is?

I can see why in the old days you needed a couple extra days when someone had to mail the membership to the National Office by Pony Express but we can now see what it is by pushing the refresh button.

Seriously, in 2009 are we going to end the year on December 49?

The process of the National Council closing membership locks councils out of ScoutNET for a period of time. For this reason, it is best to close membership at 11:59:59 p.m. Central time on a Friday night. This way the lockout will occur over a weekend. So that councils will not be faced with having to close membership during the holidays, the membership close date for 2008 has been set for 11:59:59 p.m. Central time on Friday, January 9, 2009.
How does MyBSA calculate retention? It's been a mystery to explain to volunteers. Do folks that move to a new community count against the percentage? How about youth that "age out" of the program?

I suspect that in some cases folks might not want to serve a Scout Reach or some underserved community where there is a lot of transitional housing.

This is an initiative of the new BSA. The Program Impact team in Council Solutions will be examining the whole concept of "retention" as it appears that there are several formulas being used to measure it. Expect to see a determination on this issue by the Fall of 2009.

Gregory, You're right on. Maybe instead of hitting us with at $50/month pay cut folks that participate in physical activity and document it could waive the the extra $.

It's well documented that folks who particiapte in physical activity and eat whole foods are way less prone to heart desese and cancer.

BJohnson, You are right on!

1st why do we have training course codes. Just call it what it is. No one knows what S4 or C23 is. I jokingly call it the "decoder wheel" which isn't published anywhere (at least not accuratly)

With required training just around the corner to renew units we need a training report that volunteers can access for their unit or person at myScouting so they can track it and make sure they get credit for training courses attended.

I totally agree. As a youth the Scouting Program introduced me to a healthy lifestyle of bicycling, hiking, swimming, scuba diving, skiing, sailing and other active activities I enjoy in adulthood.

As a professional movement "movement" in discouraged. We work, work, work, stop at the drive through on the way to a meeting. Were a bunch of overweight work-aholics.

I have quite a few friends and volunteers that are encouraged to ride bicycles to work where they have secure bicycle parking and a locker room. Most workplaces have a gym or offer a gym membership as an employee benifit.

It's been shown that regular exersize and eating whole foods greatly reduces obesity, heart desese, and cancer. Why not work with United Health Care to design a health plan that pays for a gym membership and eleminates the added employee cost for employees that participate in an execsize program and document it?

I've been activly discouraged from commuting to work by bicycle even though I would do it on days when I don't have field meetings scheduled.

It's time to start paracticing what we preach

Yes, we have low success getting folks to complete the right column the first time around

Worse is the “disclosure statement” on a separate page.

Someone should redesign this form so it goes left to right and top to bottom on one page.

We also usually have missing signatures from the CC COR and sometimes the applicant.

That would be great is someone can figure out an easier way for folks to register as an adult leader!

Right on. Our volunteers need access to this informatin. Without it they can't complete the form with out contacting us to look it up in Scoutnet.

I agree! We are having about a 50% success rate with complete applications. What genius designed a form with the separate disclosure statement? When we go back to the applicant it is very difficult logistically to put 2 and 2 together later on. The history section shouldn't be in a separate column off to the right. A lot of people miss that too. This form is wasting out time! Give us something that everyone can complete correctly the first time around, even if it the 6th printing in as many years! Maybe get one or two people around the office to try and fill it out before it goes to the printer…
