This is and should be done on Council, District and Unit level. A local Council has the responsibility to over see the programs within it's geography. This is an easy thing ti implement with your units and your district.
Yes, we should move carefully but there is a great unmet need for such a program. There should be a way of creating a parallel program without disrupting what we have. Separate units for girls and boys should be maintained .
This is one of the strongest scouting sales items to add to our quiver. In Arizona our Council has gotten involved on a statewide Board to promote the concept and demonstrate the match offered in Scouting.
