Currently a Scout or Adult that transfers to a different council pays a $1 transfer fee. If they provide their member number the system should also transfer their record of advancement/training ect. but it dosen't. The person transferring has to get a a Personal Profile from the council they are coming from, take it to the new council. The new council has to re enter all of the information. This creates a chance for errors or obmissions, and consumes a lot of time.
Since the information is already on the BSA system, when a person transfers and provides their Number --> Transfer their personal profile information also.

Better yet - when your council goes to on-line advancement, require the units to use on-line advancement! Then the system will not let advancement be posted to unregistered youth. The unit can also print a current roster for the unit from the system.

Both have had very strong support! About the most positive votes on any one issue.

The idea is fine, except should keep the $10 fee ---> make it at least 2 season, Spring and Fall !
