As a way to decrease paperwork and make it easier to register families with multiple kids. If we could add a box on the registration form for additional children to register with the same address. It should have a place for grade, age, boys life, fee, and name. Everything else is the same information that needs to be filled out more than once if you have multiple kids.

Changes to the current youth application: The goal with the current application is to keep information on a single sheet. There is very limited room to add space for additional youth information from the same family. If the thought was to create a family form that would be another application to print etc—and that could cause confusion in the field.
Could the adult application be redesigned so that the disclosure / authorization form is on the same piece of paper as the adult application (backside)?

Or could a simple rewording of the "I understand that" section state that by signing here, they are agreeing to the items stated above the adult application? Anything that we can do to get rid of that second piece of paper would speed up the process of our volunteers being registered while still following the law.

Would it be possible to get a one page application for boys to join Scouting? Getting Hispanic, Middle Eastern and Asian families to fill out a form that is in triplicate is extremely difficult.

This is a great idea, thank you for your thoughts. Your idea will be shared with the task force that is currently reviewing the current applications.
It has always amazed me how many trees have to die to support the paperwork of the Boy Scouts of America. One of the most glaring examples of this has been our approach to applications for both youth and adults. Ways to reduce the number of youth applications that a boy has to fill out from Cubs to Venturing is a discussion for another day.

My suggestion is that our registration department consider strategies that will permit chartered organizations, as well as districts and councils, to "promote" an adult from one position within that organization to another position, even if it's in a different unit. This would especially be useful to our favorite sponsors - those that sponsor units from all families of Scouting.
