I'm pulling every month Training status per unit, membership, advancement, & tour permit and putting it together for the staff. This is all information that is available online and should be on the flash page. I've attached a sample of the membership one. This should be basic information that our District Executives are providing commissioner & memebership committee.
The usefullness of this information is practical

Unit Commissioners should have the ability to print out a unit roster in order to do an Inventory Check when they visit their units. Roster should only include registered individuals name and position within the unit.

For the past four years, our council has piloted a new staff position called a Quality Unit Executive. The Quality Unit Executive works directly with up to 30 Cub Scout Packs in a district, working in conjunction with the commissioner staff to provide direct support to help these leaders present a higher quality program that retains boys longer.
By focusing on the needs of the unit leader vs. the needs of the council, two things happened:
1. The quality of the unit’s program improved, resulting in increased membership and improved retention; and 2. Our unit leaders felt better about the support received from the council, resulting in increased FOS, popcorn sales and camp attendance.
The specific results of this pilot program are as follows:
• Training of Direct Contact Leaders has increased from 37% to 95%; • Summer Camp attendance has increased by 70%; • Cub Scout Advancement has increased from 70% to 89%; • Youth membership has grown by 12% over four years; • And most importantly, youth retention increased from 67% to 74%.
In addition, the position has nearly paid for itself through increases in camp revenue, Family FOS (up 33%) and Popcorn Sales (increased from $121,000 to $227,000 gross) just from these 30 Cub Scout Packs.
We would suggest that the National Council approve this as an official pilot program and seek additional councils to pilot this in each Region to see if they receive similar results. Start-up funding could be obtained from national foundations (such as the Zenon Hansen Foundation, which helped us get started), local council foundations, or by the National Council.
If successful in other councils, this pilot could potentially provide an alternative staffing model to better serve our unit leaders and address some of our deeper issues of membership growth and retention.

A webelos Invasion has helped in my old district with cross over and retention. A one day event where every Troop in the district is invited to display their troop(doesn't work so well with large or rural districts). Postcards are then send out to all registered Webelos, inviting them to learn about boy scouting from the Troops themselves.
It also allows the troops to interact with the troops from their own towns or neighborhoods.

The National Association for Interpretation is a non-profit organization that trains and supports professional and amateur interpreters in natural and cultural history. Their training covers reseach, thematic lesson planning and presentation. Many of my volunteers talk about these points in planning meetings but none of them seem to have a come basis of training so it is hard to know if the word they are using have the same meaning to each person.
This could also be integrated into the Venture Leader Skills Course, National Youth Leader Training and Woodbadge. There is a cost associated with the certification course but with a national partnership that cost should amount to the materials needed to acheive the certification.

I utilized a google map for internal use to direct new parents and help volunteers find units to send their Webelos to shop for troops. In addition I use it too find organization for new units and map schools where units are present. It also provides district lines for boundaries.
