Crisis Council Clean Up Crew

With many councils coming up short on budgets, it is apparent that a lot of Councils that are "inherited" are found to be in some sort of quagmire. As part of the Administrative Review process, if a council is found to be in a situation or possess a number of deficiencies, it would be great to have the National Council have a pool of Seasoned Scout Executives at their disposal, select what appears to be the best fit, and prior to opening the council for interviews, give these SEs a 6-12 month window to clean house.

This would provide the new SE an opportunity to be successful and to start off fresh and in good standing.

A task force has been formed under the leadership of the national council solutions group standing committee to study this and other issues relating to the issue of council solvency and minimum capacity to succeed.

Who really wants to work in a council that has had an "team" or individual, who is not staying around to deal with the results of their decisions, "clean house"?

Prior to a current sitting SE to be considered and approved for consideration at another Council; I would propose that an Administrative Review be conducted in their current Council as part of the promotability "consdieration" process.

In the case of a SE who is retiring, then the Review process should happen as quickly as possible to determine what if any special skills are going to be required of the new incoming SE.

Some Retired Professional Scouters/Retired Scout Executives could be key to helping mitigate issues. Various non-profits and corporations gain the institutional wisdom and skills sets of their successful retirees for projects noted above.
