The Merit Badge Counselor form needs to be updated. Currently, the form states that an Adult Application must accompany the form. This means that the SSN would be available to all advancement people who are supposed to sign off on these forms. That is unacceptable.

It is also cumbersome in that people who are registered in another capacity must fill out the form over again. As long as the prospective Counselor has an application on file and has gone through the criminal background check we should not require another application.

Many of the comments posted to this idea provide appropriate work-arounds to both meet the requirement while protecting sensitive information provided by the applicant. The Advancement Task Force will consider this suggestion in the next revision of the materials related to the Merit Badge Counselor application process.

Because of the confidentiality of adult applications we no longer provide them to the advancment committees. the complete application comes into the Registrar witht he merit badge information sheet. the information sheet is stamped and initialed and sent on to the advancment committee. The adult application is signed by that districts executive and entered in the system as a 42. if rejected by the advancement committee the info sheet is dated and initialed by the advancment committee chair for the district they would then be removed (expired) from Scoutnet as a councelor until the provide enough info for the committee to accept them as a councelor. the info sheet provides all the personal information a committee needs for their records. It also means tht the CBC is completed in a reasonable amount of time.

All Merit Badge Counselor Applications come to the council office first for approval. This way we are assured that the information is turned in & registered. I attach a copy of the application without the SS# to the MBC Info Sheet and give to the District Advancement Chair. They then let me know if someone has not been approved.

I agree the MBC form is outdated for criminal background check needs.

The real problem comes from having to have 2 different forms. They must register as a 42-MBC and tell us what merit badges they wish to counsel on 2 differnt forms. We don't always get both forms; and what happens when an MBC wants to change merit badges or was dropped because they didn't renew.

Solution: Create a Merit Badge Counselor Application that will meet all the standards for registering as an adult leader and merit badge counselor. Signatures required: Applicant, Advancement Committee, SE or Designee approval.

The seeing the SSN number....Unit leaders, chartering organizations see it before it comes into the service centers. This is no diffrent.
