Bulk Mail and ScoutNet labels
My office staff tells me that effective January 1, 2010, labels for bulk mail need to have all information in all capitalized format, no commas anywhere, and some other changes. Will we have a soft-ware update to accomodate these changes? Can anyone verify this information as I cannot find this on the USPS website.

I just talked with our local bulk mailing department and bulk mailing requirement department and they refered me to go to website pe.usps.com and place a check in quick service guidelins box search for QSG602 I found it on page two and those are the requirements no changes to this office knowledge for 2010.

I also checked with our local bulk mail department and they are unaware of a requirement change in address/labeling. All uppercase is currently required only for very small fonts.

I believe ScoutNet already has all uppercase as an option for billings and contribution statements, but I'm sure it would be a nice option in all areas, required or not.

I just checked with my local Bulk Mail Office and was told this is not true. There is no change on address format for 2010.

I am a retired USPS employee. I did a check of the Federal Register, and did not find any notice of a filing. The USPS has ALWAYS preferred (but not required) all upper case lettering and no punctuation for business mail, unless a barcode is being applied.
