"Transfers" During the rechartering process

During the online recharter process, there is an option for unit leaders to transfer youth or adults from other units. This is a great way to transfer their information, and not create duplicates in the system. However, it then charges a $1 transfer fee. In our council most of our units expire at the same time, so the $1 fee is not sufficient to cover the registration for the next charter year. If the system could either cross reference the names and find the corresponding expiration date, or allow councils to "turn off" this feature so that units can only use the promotion function, many defective charters could be avoided.

Since all of our charters expire in December, it would be very helpful if we could "turn off" the transfer option. The promote function is what we ask people to use, and works just fine for all of our units

I completely agree with having the option to remove the transfer option in Internet Rechartering. This would help our council a lot. We always have some units who select this option and then only submit $1 instead of the $10 needed for the year.

Transfers at recharter are a problem in our council as well - All traditional units recharter the same month so transfers are not acceptable since fees are wrong and as mentioned you always have some units trying to use the feature so the fees are off. This can be avoided if the commissioners are on the ball and catch the problem at charter turn-ins but often checks are made out and brought to turn-in with what they think they owe. We encourage units to bring checks that leave the amount blank till verified or use their unit account in the Scout Store.

In our council the packs charter in a different month from the troops, teams and crews, so the transfer button is usable. The trouble with using the transfer option on internet rechartering is that it doesn't properly transfer the youth out of the other unit. We must delete the youth being transferred and then click the 'transfer registrant' button on the bottom. The transfer button should be removed altogether.
